that the Indian team will not be touring Pakistan due to serious security concerns that have been raised by all major cricketing nations Pakistan has recently sent a legal notice to BCCI claiming $69 million in damages for not honouring the Memorandum of Understanding (MoU) that was signed between the two boards Indian Premier League chairman Rajeev Shukla AFP “They have sent a notice and we will give appropriate response We have had a consistent policy that we will play on each other’s soil Pakistan’s security situation is not such where you can have a series on their soil Only Zimbabwe has played a series and no other countries are touring Pakistan because they are not being able to provide adequate security” Shukla told mediapersons today The Congress MP said that if other countries are not feeling secure it is even more sensitive when it comes to the Indian cricket team considering the tension that persists on the border “First you make your venues such where you can provide foolproof security And for India the security concerns are even more How can we risk our players” said the former BCCI vice-president and still a key figure in BCCI “Also BCCI’s stated position is that we need government permission How can we proceed till we get Govt permission” While Shukla stressed that agreement is to play on each other’s soil a question was asked why can’t the two countries play on neutral venues like they played West Indies in USA Shukla said: “That series (two T20 Internationals) was played on mutual consent We were exploring the US market It was our series It’s not because as if we couldn’t play in West Indies and played in the US About playing Pakistan at neutral venue the two boards should agree” Even BCCI joint secretary Amitabh Chaudhary agreed that only government can take a call when it comes to playing Pakistan “I can assure you this is a subject on which government has to accord permission BCCI has already written to government in March regarding out Futures Tours & Programmes (FTP) So unless we get permission from them I can’t make a comment” Chaudhary said But he said that one needs to honour FTP commitments “Where it’s FTP between two Top News Michael Phelps won an individual and a team gold medal on day four of the Rio 2016 Olympics which took his tally of the yellow metal to a staggering 21 with a combined 25 medals won across the five Olympic Games he’s been part of And with the 21 gold medals in his bag he’s won more medals alone than 174 countries have Basically an individual has won more medals in five editions of theOlympics than other countries have in around 31 Games Some of the countries he’s gone past in the process include Austria (19 gold medals) Argentina (18) Jamaica (17) Iran (15) Czech Republic (14) Mexico (13) and more than double that of India (9) No athlete has won more medals than Phelps has and to add to his impressive feat only around ten countries have won more gold medals since he won his first gold in the 2004 Athens Olympics Atjust these Rio Olympics he has wonthree gold medals in 4 X 100m freestyle relay 200m butterfly and 4 X 200m freestyle relay with only Katinka Hosszu of Hungary winning as many gold medals as him If he were a nation at these Games he would be ninth in the standings On day four of the Olympics he won the 4 X 200m relay and the 200m butterfly within a matter of hours – something thattook India 28 years (from hockey gold in 1980 to Abhinav Bindra’s individual gold medal in 2008) While this is an embarrassing statistic it also highlights Phelps’ brilliance For on the phone but now they are pestering you at lunch I am talking about this new trend in restaurants of collecting feedback from customers If you havent noticed it then look again it may be that youve just been falling in line without even being aware of it Of course this is not entirely a new trend There was always the odd occasion when a waiter sheepishly proffered a printed sheet for you to fill; the sheet with three types of cartoon faces to indicate whether the food and the service was good bad or poor and the mandatory questions regarding contact details and dates of birthdays and anniversaries These days however it is not a one-off thing Anywhere you eat it is likely that you will be handed one of these printed sheets to fill And likely as not there will be nothing apologetic about the manner in which they are presented; the expectation is that you will fill them out and if you demurwaiters are likely to be aggressively insistent It is a baffling phenomenon There is absolutely no obligation for a customer to provide feedback to a restaurantparticularly after it has just burnt a hole in his or her pocket At best an establishment can request it as a matter of courtesy or goodwill I dont know anyone who likes to sit with a pen in hand filling up a form after he or she has been through a relaxing meal or is in a rush to get somewhere It is an imposition and anyone in the business of hospitality would know it A capable manager should not need to rely on such hasty feedback; he or she should be able to judge what works and doesnt in an establishment from observation In any case the number of reservations and the size of tips are likely to be far better indicators of customer satisfaction than vague adjectives So why do restaurants do it Is it a just a silly fad thats going around or is it a more commercially-minded exercise in data collection Interestingly nobody refuses You can see dinersfaces contorted with indecision as they ponder over their answers and companions waiting impatiently for the ordeal to end It is not hard then to understand how corporations and governments can so easily invade the privacy of citizens Most of us just too absolutely right in saying that 37 per cent of the population cannot be given free grains without destroying all incentives for agriculture It would have saved a lot of hassle if his economic advisers or the Planning Commission had made this clear earlier If a large part of the population is given free or very cheap grain it reduces the market price Small farmers dont get a proper price and the demand for labour in agriculture goes down and wages fall Poverty goes up The two-rupee rice scheme in Andhra by NT Rama Rao did that and paddy cultivation in the Godavari delta rice granary got a setback There is however a clarification The courtsto the best of my knowledgehave not categorically said that all the poor defined by the Tendulkar Poverty Line (37 per cent) must get free grain That line was the Official Urban Poverty Line which Professor Tendulkar recommended as the National Poverty Line and has hardly anything to do with the hungry The courts wanted the hungry to be fed grain for free As the author of the task force in the mid-70s which defined the Official Poverty LineI have for more than two decades now said that that line needs a re-look To the best of my knowledgethe courts want the government to define the hungry and then feed them In fact the task force which defined the Official Poverty Line was very clear that the poverty line is not the line that separates the hungry from the others Its report is available and it carries a fascinating debate between two Indian greats on poverty and hungerthe late VN Dandekar and the late PV Sukhatme Sukhatme had for long argued around the fact that the human bodys requirements depend on many factors including body weightworkclimate and so on It also adjusts to the intake it takes and what it gets out of food is also determined by how efficiently it absorbs it Deworming for exampleSukhatme showedwould reduce need substantially The basal metabolic rate is around 1200 calories but at around 1800 to 2000 most people would meet their needs Those were somewhat sedate civilised days and the debate went on for some time The task force finally also defined a Modified Poverty Line which was to be used to guide feeding programmes for the hungry In factSukhatme had in Pune opened Indira kitchens to prove that cleannutritious food in smaller quantities would solve the hunger problem The Modified Poverty Line was 25 per cent lower in calories than the recommended Average Poverty Line Since calorie distributions are more dense than expenditure distributions (more people around the average)that would mean a lot less people In those dayshunger was measured in a different way The National Sample Survey would ask all households the question that bothered Gandhiji and now Rahul Gandhi keeps on raising: do you get two square meals a day In those daysmore than a fifth of the population would say: we dont That percentage is now less than five It is true that the chronically poor and severely malnourished are higherbut not 37 per cent So the question being raised is not hunger but povertywhich is a larger issue of deprivation and entitlements These are very important political and equity related questionsbut should not be confused with abolishing hunger This column has always rooted for abolishing hunger which can be done As the PM has said and we have always wanted to separate hunger abolition from that trapfeeding grain to a large number of people is being with the angels and not very practical If the NAC gives Dr Hashim the necessary vision he can do the technical work to redefine poverty Of coursehe will have to do both rural and urban povertysince you cannot have the ludicrous position that there is a Tendulkar Poverty Line which is the Official Urban Poverty Line and a Hashim Urban Poverty Linewhich are two different parallel lines which never meet The important thing right now is not to throw the baby out with the bathwater and to solve the problem of hungerextreme malnutrition and chronic poverty Done professionally and reasonablyI am confident the PM will not object to that The writera former Union ministeris chairmanInstitute of Rural
